Health System Resilience Toolkit by WHO

This document provides a consolidated, fit-for-purpose technical reference package to help countries strengthen health systems resilience at both national and subnational levels. It covers the entire spectrum from policy and planning to operations, service delivery, and monitoring and evaluation. The Toolkit can be adapted to different contexts and supports the dual objectives of achieving universal health coverage (UHC) and enhancing global health security. Serving as a compendium of technical resources, the Toolkit is designed to assist countries in building resilient health systems. It offers clear technical guidance on how to conceptualize and operationalize health systems resilience in practice. This document is available in English and French.
